What do you think is the appropriate age for a girl to wear items such as push-up tops or thong underwear?

A retailer for tweens was recently lambasted for marketing a push-up bikini top to young girls.  What age do you think is appropriate for girls to wear "sexy" clothes?  What would you like to say to a retailer who markets these clothes to young girls?
